Page 24, line 18 of the bill makes it clear: “the Oversight Board may accept, use, and dispose of gifts” and, oh, it has to be done transparently, “All gifts … shall be publicly disclosed by the Oversight Board within 30 days.”
So, while the bill allows kickbacks, thank goodness they’re the transparent kind of kickbacks!
Such language is not uncommon for new entities needing money for thing like office space, and there are provisions intended to avoid conflicts of interest.
