Government is quite good at creating unintended consequences. This is certainly what we see here. That and low grade crony capitalism. (Most likely.)
A year ago electric scooters hit the streets of LA. A company, Bird and Lime, was given (a likely healthy) contract to provide scooters for residents to ride and share as they zipped around Venice Beach and other places. According to the attached report some people love the scooters. Other people however really do not.
